A hyrdogen filled observation balloon has been a vital strategical tool in conflicts of the 19th up to the to 20th century, most notably during the Napoleonic wars and the american civil war and WW1. Most were unarmed and served a reconnaissance and directing artillery, but some were outfitted with grenades to use as aerial bombardment platforms
NOTE: it behaves like a helicopter not a static emplacement
