Compatch for RUI and Invictus

Since RUI is based on vanilla, some features get too complicated when it is used with Invictus so we need to bridge the gap with this compatch.

Fixed background for unique culture groups from Invictus:
South Arabian (Yemeni)
Nilotic
Scythian East (Scythian)
Thracians
Fezzani
Pu

Load Order:
