The Balance of Powers 2.0
For anyone who may like more my old approach to this issue, I decided to keep the first version up and simply create this as a separate mod.

I have always found very odd how in this game a nation can freely expand and, as long as they don’t do it too fast, everyone will do nothing about it.
Rivals just sit calmly and watch as you slowly but surely eclipses them.
Regional powers sit with arms crossed as a potential rival emerges.
Small neighbors simply sit in line waiting for their time to be eaten.
Well, no more.
This mod introduces a "Threat Value" for nations.
That value is given by how large your Force Limit is compared to your Enemies’ combined.
-Non colonial nor tributary subjects also count.
It sets a minimum Aggressive Expansion you can have with your enemies and nations within a certain distance from your borders.
-Distance depends on size, small nations will only be of concern to their immediate neighbors, while huge empires will draw the eyes of entire continents.
Your base threat value is only modified by the percentage of foreign culture group development in your nation.
-For that end, heathen TCs do not count.
-But non colonial nor tributary subjects count, while considering their own culture group.
With non rival nations, base threat is halved, and border distance and opinion will modify the value, as well as these conditions:
-Muslim empires get reduced threat to other nations with their same religions
-All nations get reduced threat to any Dharmic nation
-Mandate holder gets reduced threat to other eastern nations
-Nations will have massively reduced threat to nations with double their force limit
