- Increased obsession random roll chance per year from 0.5% to 2.0% baseline
- Removed Services as a replacement good in the pop demands mod from Furniture, Clothing and Food (luxury and basic in all 3)
- Reworked some agricultural state traits
- Reduced non-rice farm construction cost from 200 to 100
- Doubled output of Rubber Plantations and Oil Rigs
- Buffed Homesteading but made it harder to pass
- Changed France to start on Migration Controls
- Buffed Trade Centers by reducing employment and Merchant Marine cost. Buffed Port Convoy production to maintain equivalent ratio of profitability
