Adds extra modifiers to a few Military technologies, enabling increased aggression later in the game:

• Military Statistics: +5 Maneuvers per Diplomatic Play
• Electric Telegraph: +5 Maneuvers per Diplomatic Play
• Wargaming: +5 Maneuvers per Diplomatic Play
• War Propaganda: -10% Infamy Generation
• Automatic Machine Gun: -25% Infamy Generation against Unrecognized Powers
• Mobile Armor: +20 Maneuvers per Diplomatic Play
• Sea Lane Strategies: +5 Maneuvers per Diplomatic Play
• Modern Battlefleet Tactics: +10 Maneuvers per Diplomatic Play
