轮式“罗兰”3地对空导弹防空系统是德法联合研制的“罗兰”防空系统的最新改型。
陆军配装的是拥有履带式底盘的防空导弹坦克1型，而防空部队和德国海军则选用了轮式底盘作为搭载该防空系统的平台。
90年代末，曼恩6X6卡车底盘被选中用于搭载“罗兰”2型防空导弹，但随后不久就被搭载了统一指挥模块的曼恩KAT 1 A1型（8×8）底盘取而代之。
针对德国军队的需求对这款防空系统进行的改进让其不仅具有发射“罗兰”2和“罗兰”3型导弹的能力，还将能够发射优秀的VT1“响尾蛇”防空导弹。
但该计划最终并未完成，2003年德国停止了对“罗兰”的进一步完善计划，以便采用采购更加现代化的防空系统，“罗兰”防空系统的发展道路就此结束。
该款轮式防空导弹是基于曼恩军用轮式卡车（8×8）改装而来。载具拥有雷达控制系统以及一个用于发射制导导弹的双发导弹发射器。
