Add Civ+Players Name on DiploRibbon.

The changes I made:
Center the Civ Name;
Scroll the excessively long Player names;
Added a customizable hotkey for toggle Civ + Player Name.
Incompatibility:
MultiPlayer Helper;
Better Spectator Mod.
