The aim here is use this monument system to give Jiangnan Area the same weight as it has in the history.
Ten sessions of canal in the follow provinces:
– Hangzhou
– Suzhou
– Zhenjiang
– Yangzhou
– Huai’an
– Xuzhou
– Yanzhou
– Jinan
– Hejian
– Beijing
Most start with tier 1，while Zhenjiang, Yangzhou and Huai’an start with tier 2. Half cost for up-grate, same building time as a regular monument.
A decision for adding the province trigger modifier.
And 3 country trigger modifier in 3 different levels.
Can use with other Monument Expansions.
