This mod adds two game rules that let you decide, at game start, whether Administrative vassals can declare wars or not.

Paradox recently added new laws to the Administrative government type, allowing the Emperor to control whether vassals can declare external wars or dispute territory within the realm. However, these laws are not applied by default at game start, and AI rulers rarely pass them on their own.

With this mod, you can choose which law will be automatically applied to all Administrative Empires when the game begins.

It also includes a temporary (and admittedly ugly) fix for a vanilla bug where powerful vassals appear twice in the law change screen. That bug caused the window to overflow and made the "Change Law" and "Cancel" buttons unclickable when playing as an Administrative Empire.
