那么这款mod可以解决你的烦恼，你可以在规则里调节玩家和AI的游牧骑手规模，最低没有游牧骑手，最高有两倍的游牧骑手，在最低规模的情况下，就连你的游牧制封臣也无法帮助你获得游牧骑手，而你的其他政体的封臣则会正常提供征召兵。

Are you still troubled by those nomadic rulers and their huge horde riders running wild on the grasslands? Are you tired of fighting tribute wars frequently?
Then this mod can solve your problems! You can adjust the scale of horde riders for both players and AI in the rules. The minimum setting can eliminate horde riders entirely, while the maximum doubles their number. When set to the minimum scale, even vassals under nomadic governance can’t help you obtain horde riders, though vassals of other political systems will normally provide levies.
