Zetazytrons mass migration bugfix
This mod is a stopgap fix for the bug that causes migration laws to only account for cultural acceptance, not pop acceptance, when it comes to migration (preventing new world nations from getting their historical migration waves)
It reduces the migration restrictivness from the "migration controls" law from 60 to 50, thereby allowing same heritage cultures to migrate into a nation with this law.
(I have also fixed Canada using the republican flag while not independant, which it shouldn’t.)
