makes financial districts give 0.5 prestige per level, equating to approximately the same amount of prestige from investment as you get from gdp (very roughly). this means that when Sweden dumps 6000 levels of building into Qing they get something out of it other than industrialist clout. after all, if you own 40% of the chinese gdp you shouldn’t be considered an insignificant power, in my opinon.
