Make the planned economy great again
A 60% contribution from the bureaucratic investment pool has been added to the planned economy, and restrictions on privatization have been lifted. Since the planned economy already restricts investment to only companies, allowing privatization would still only enable companies to acquire buildings. Now, companies can expand more freely under the planned economy, and dividends will no longer be entirely embezzled by the bureaucracy
