Various tweaks and changes to the game to make it more fun and enjoyable

Includes:
1 second repair interval for all vehicles
1 second construction interval for all engineer emplacements
Perfect accuracy only for manual player-controlled units and vehicles
Veterancy cap increased from 8 to 15
Increased weapon proficiency to 10
Slight miscellaneous tweaks to other game stuff
Infinite ammunition for AI and Player vehicles, units and engineer emplacements

Load the mod last so it can overwrite other mods that interact with these files
