Important changes:
– Starting techs improved.
– AI aggressiveness increased significantly. Also increased their desire to conquer states and make protectorates. Increased desirable amount of army and navy.
– All provinces have 500 subsistence farms/orchards/etc.
– Significantly increased default population mortality, but added a lot of ways to reduce it and increase the birthrate. Mortality can be reduced by increasing population wealth. Birthrate can be increased by changing laws and increasing institution levels (sometimes it makes no sense, but it is needed for balance).
– Significantly reduced investment pool generation but boosted laissez-faire politics (AI is not using investment pool as effectively as the player can).
– Improved/changed part of the techs. Some techs in the default mod had no bonuses at all – fixed that. Also added "increase birthrate," "reduce mortality," "add max construction sectors," "reduce infamy generation," etc., to some techs.
– Major and great powers’ AI have buffs for a lot of economic stuff (construction, science, reduced number of radicals, reduced infamy generation, etc.). Minor powers also have buffs, but they are much weaker. Buffs can be changed every 10 years to a stronger or weaker version.
– Increased desire for AI to enact better laws for tax and economic systems, and desire to change laws in general.
– Reduced amount of pop transportation desire. Increased amount of pop services desire. Otherwise, it was very unbalanced.
– Default construction power and money printing were boosted a bit to make the game start more dynamic.
So the goal was to make snowballing harder for the player, but increase expansion possibilities for the AI without direct military buffs.
Birthrate/mortality tweaks and levers help fix the situation where the player does not have enough workers for all the manufactories, and there were no significant levers to fix that other than conquering India or China.
And the shattered world with tech & resource increases the replayability. AI can still be pretty dumb if it has no access to some resources, but those AIs are meant to be food for others.
