A. Yes
Q. How it work?
A. It is passive ability, Just do hero action like "steal technology" " or "Assault Garrison".
If Success then 30% trigger to Inspire Rebellion (Spawn Rebel or Rebel of Dead Faction especially in their capital)
Q. Which Hero?
A. All Heroes of all Factions.
