Bureaucratic Persians
A simple mod that changes the cultural ethos of Persian to be Bureaucratic, to simplify the formation of administrative realms by Persian culture rulers (allowing them to do so at Kingdom rank). While the rulers of Iranian culture or Iran-centred realms within the game’s timeframe weren’t necessarily bureaucratic like the Iranian empires of old, I do think it should be easier to recreate and adopt administrative government for Persian rulers. Also, diplomatic and scholarly courts can still be adopted by Persian rulers, so long as they maintain the Enlightened Magnates tradition.
