Civ VI Legacies: Julius Caesar
This mod is designed to overhaul the gameplay of Julius Caesar to be more powerful, more interesting, and more historically flavorful. It is a direct alteration of the Civilizations Expanded mod, which is required for this mod to be playable.

Gain a Governor title from each of your first three cities. Receive full XP from Barbarians. Melee units ignore Movement costs of terrain and features. Legions gain +1 Charge. Defeated enemy units grant bursts of Gold. Upon capturing a Capital for the first time, receive an extra Wildcard policy slot and convert all Military slots in any Government to Wildcard slots.
More than military genius, Julius Caesar’s role in destroying the institutions of the Roman Republic cemented him as a cornerstone of western culture. Naturally, I was disappointed to find that Civ 6 reduced his legacy to: beat barb, make beeg gold. Civilizations Expanded offered an alternative. But this solution had its own issues. The mod left Caesar dreadfully underpowered. With pitiful gold and great general point generation, Caesar had almost no advantages toward earning his wildcard slot, working unreasonably hard just to get what Greece got for free. So weak was Caesar, that I found any game in which he spawned as an enemy AI was destined to see him crippled if not completely wiped out. I hoped to see a buff in a future update.
But unfortunately, the creator vanished. The mod has remained without update for the past couple years. Even worse, Caesar was actually changed by Firaxis since the creator’s disappearance, leaving the leader description inaccurate and the hidden base game effects awkwardly disjointed alongside the modded ones. I looked for a solution to my problem in other mods. Indeed, Caesar is one of the most popular leaders in the game for alterations. But all of these mods neglected the historical aspects of Caesar that I believed were the most critical to his legacy.
This mod represents my attempt to fix and overhaul Julius Caesar within the design space of Civilizations Expanded. I have fixed the disjointed ability complex between Civilizations Expanded and the base game, strengthened his early game to make him competitive with other civs, and thematically integrated all key historical aspects of his legacy. It tells his story; from his rise to power as a political conspirator in the first triumvirate, to his ludicrously profitable and impressive military campaigns in Gaul, to the moment he crossed the Rubicon and broke Roman democracy. In doing so, I hope to give his legacy the justice it deserves.
