After conquering the Six States, Qin Shi Huang began various large-scale construction projects, one of which was the Epang Palace (also known as Efang Palace or Afang Palace in other sources). According to the Records of the Grand Historian, Emperor Qin Shi Huang mobilized more than 700,000 convicts to build the Epang Palace and his mausoleum on Mount Li. However, Qin Shi Huang died during his tour of the eastern part of his empire, before the Epang Palace was completed. During the reign of his successor Qin Er Shi, Right Chancellor Feng Quji, Left Chancellor Li Si and General Feng Jie submitted a petition, citing excessive domestic taxes and widespread internal unrest, requesting the suspension of construction on the Efang Palace. However, they were instead dismissed from their posts and put to jail. Eventually, Liu Bang led his troops to capture Xianyang, marking the fall of the Qin Dynasty, and the palaces of Xianyang were burned to the ground by Xiang Yu.
