Exile non primary culture Pop Decree

This mod is based off of the old code of the "Exile Pops Decree" and "Deport" mods, the links to which is at the bottom of the description and which can be found on the workshops and elsewhere by searching those exact words, and which hasn’t been updated. this mod should allow for the rapid deportation of non primary cultures to applicable countries.The decree will be unlocked after researching "Nationalism" Society tech.
