Shek Migrants
After hearing about the tragic death of the previous Shek ruler, the United Cities opened its borders for a large wave of migrants from the Shek Kingdom, fearing they’d face hardships at home under their new and oppressive ruler Esata. The fact that it was all military aged and fit individuals was ignored completely. During this period, their "mostly peaceful assaults" were ignored as nothing more than "a sign of the trauma they’ve faced." That is, however, until now.
The truth is, the migrants were loyal to Esata the whole time, and were simply abusing the generosity of the United Cities to overthrow their government entirely by posing as displaced civilians. Now, they wish to crush the opposition and install Kralism as the default religion, with Kral Law to serve as the groundwork for their new empire.
