Civ VI Legacies: Wu Zetian
This mod is designed to fix Wu Zetian in the Civilizations Expanded mod after she was updated by Firaxis, integrating the strongest features of both the update and the mod’s overhaul.

+100% Production towards the Government Plaza and its buildings. Governors provide +1 Loyalty to their cities for each Title. Receive +2 Spy capacity and two Spies after unlocking the Civil Service civic. Spies may be purchased with Faith and start as Agents with a free Promotion. Successful offensive Spy missions grant +200% of the Science, Culture, Faith, and Gold earned by the targeted city that turn.
Much like Julius Caesar, Wu Zetian is another leader who was updated by Firaxis since Civilizations Expanded stopped being maintained. The result, similarly, was an inaccurate leader description that failed to report certain leader abilities and a disjointed mess of effects that weren’t harmonized with each other. For example, the description didn’t mention that you could purchase Spies with Faith and while the mod was granting +50% yields on Science, Culture, Faith, and Gold, Firaxis had buffed it to 100% but completely left out Gold.
Unlike Caesar, I didn’t think Wu’s design needed anything more than a simple patch to bring her back into the game. However, Wu Zetian has often been regarded as among the weakest leaders in the roster. Considering this, I thought she would certainly be more exciting if her main gameplay mechanic was more rewarding to engage with than it is. As a result, I have buffed her yield rewards from 100% to 200%.
