Description:

Mods like UC District expansion allow for multiple choices for the first building in a district. This doesn’t play well with Hammurabi’s ability granting a building for free in that district. To fix this, that ability was removed, and now the first building in each specialty district is now free to buy, as long as his empire doesnt have an existing building in that district type. So users notice this, that first building is also very fast to build. This also applies to the Government Plaza.
