SIMPLE: Add negative effects to existing edicts, without adding more edicts and without overwhelming your mind with new edicts and their hundreds of effects.
Do you want to distract the people with games and free food? It will cost you money.
Do you want to levy excessive taxes in a certain province? Prepare for unrest.
Do you want to bring mercenaries to your province? They bring crime and cost you happiness (I welcome suggestions).
Do you want help from the nobles to recruit an army and build your city? Their loyalty is wavering.
