Police Swordsmen

The United Cities has struggled to deal with the war in Bast and the outlaw farmers’ rebellion at the same time. On the homefront, a new police unit has been formed to patrol the interior, and put any terrorists to the sword.
Slightly weaker than regular Samurai Police (except their squad leaders).
They spawn as homeless patrols in Heng and Great Desert. UC towns have a 10-25% chance of spawning a patrol in general. They stop spawning if Tengu dies.
