Foreword

Take control of Ark’s Underworld! The Crime Queen Faction! Makes its grand entrance! This is my 22nd Civilization VI Mod. Regarding the balancing, my apologies, I hope everyone has a good gaming experience while playing.
This mod adds a new civilization (Tetra) and new leaders (Rosanna, Peony, Sakura).

Leader: Rosanna

Leader Ability: Revenge
Whenever a unit takes damage, all units gain Combat Strength equal to 15% of the damage that unit received. When a unit actively attacks or kills a unit, the Combat Strength accumulated by this ability resets to 0, and upon killing a unit, additionally gain Gold equal to 30 times the current accumulated Combat Strength. Once per turn, when a unit takes damage, reset the Movement points of all units that have not attacked.

Crime Queen Faction: +4 Gold per Population in a city. Gain Gold equal to 25% of the slain unit’s Combat Strength upon winning a battle.

New Unique Leader Building: Hedonia Headquarters
Unlocked with the ‘Currency’ technology. Built in the Harbor district. You can only have one. +15% Production toward training units in all cities. -15% Gold cost for purchasing units. At the start of each turn, all units gain +2 Combat Strength (maximum +10 Combat Strength from this effect). This Combat Strength bonus is counted towards the bonus provided by ‘Revenge’. Provides +1 Great Merchant point.


Leader: Peony

Leader Ability: A Fair and Square Duel!
When you Denounce another leader or are Denounced, it is considered a Formal War declaration by both sides. The first time you enter a war with a major civilization, all cities receive +15% Production. When declaring war on a major civilization, for 20 turns: all units gain +2 Movement; gain Gold equal to 200% of your current Science per turn; trigger a random Eureka for the current era. When a major civilization declares war on you, for 20 turns: all units gain +5 Combat Strength; gain Faith equal to 200% of your current Culture per turn; trigger a random Inspiration for the current era (if applicable).

Crime Queen Faction: +1 Production per Population in a city. All units gain Combat Strength equal to your Capital’s population. Cities do not generate War Weariness.

New Unique Leader Building: Peony Society Headquarters
Unlocked with the ‘State Workforce’ civic. Built in the City Center. You can only have one. +15% Production toward training units in all cities. +2 Amenities. This city immediately gains +2 Population. All cities gain +0.5 Production from Population.


Leader: Sakura

Leader Ability: Blooming Sakura
Starts the game with the Irrigation technology unlocked. Builders can spend 200 Gold to plant Tea on tiles without any resources. Can consume all Builder charges to remove Strategic or Luxury resources. If removing a Strategic resource: all cities gain a burst of Production equal to 25 + 1.5 * current turn number, and gain 30 copies of that Strategic resource. If removing a Luxury resource: gain a burst of Gold equal to 200 + 3 * current turn number, and the first time you remove a specific Luxury resource type, all units gain +1 Combat Strength and all cities gain +1 Amenity. Plantations provide +2 Production, +3 Gold, and provide a standard adjacency bonus to adjacent districts (+2 Faith for adjacent City Centers).

Crime Queen Faction: +1 Science and +1 Culture per Population in a city. All combat and religious units gain +150% Flanking and Support bonuses.

New Unique Leader Building: Seimei Society Headquarters
Unlocked with the ‘Bronze Working’ civic. Built in the Encampment district. You can only have one. +15% Production toward training units in all cities. All melee and ranged land units trained in this city gain +25% combat experience. +180 Strategic resource stockpile (on Standard speed).
