+5 Amenities,District development speed +10％, Each Citizen provides 0.5 Production. Trade Routes starting and ending in this city provides +1 Food and +1 Production.

Watatsumi United:
Environmental effects cannot damage improvements and buildings in this city. Enemy spies operation in this city -3 Ranks. All output in this city +10%,If the number of Citizens is 15 or greater, All output in this city changed to +15% and all output in other cities +5%.
