All the plants are workerless, as even pretty large heating plants since 50’s have been fully automated with relays and thermostats, or being remotely controlled from a central location. Only the most largest plants in Finland do have staff, and even then, the reason is that the central plant usually hosts offices and maintenance base of the heating company.
And also because heating is absolutely critical in this game.
