Colonization Pacing Tweaks

A small mod to tweak the pacing of colonization to be closer to history while not making it railroaded.

Summary of the Changes Made
  • States with the Malaria trait cannot be colonized before researching quinine, colonization growth speed will be slowed down by 98% before researching malaria prevention
  • States with the Severe Malaria trait cannot be colonized before researching quinine, colonization growth speed will be slowed down by 99% before researching antibiotics
  • States with the Sahel and Sahara Desert trait cannot be colonized before researching civilizing mission
  • When a country researches Quinine, Civilizing Mission, or Malaria Prevention, all minor and major European countries with a port (excluding Austria and Russia) will get an event giving them the technology
  • The country that first researches the technology will also gain certain bonuses
  • Upon receiving the event on Civilizing Mission, all minor and major European countries with a port (excluding Austria and Russia) who do not have a colonization law will be able to gain one
  • Upon receiving the event on Malaria Prevention, countries will receive a modifier granting +2000% colony growth speed
  • When a country is the first to colonize a certain state, they will gain claims on the surrounding region (refer to the screenshot above)
  • France, Oman, Kongo, and the Dutch East Indies gain claims at the start of the game for balance

Compatibility
  • The mod should work with most mods
  • Known compatibility issue with Ultra Historical Diplomacy because it gives the Dutch East Indies access to quinine in 1836, causing everyone to gain quinine as well

Known Issues
  • Players can easily cheese the colonizing claim mechanic by being the first to colonize everything
  • Congo does not get colonized if nobody annexes or puppets Kongo
