Description:

The House of Soviets in Volgograd is an unbuilt architectural project that was intended to be located on the Square of the Fallen Fighters.
The idea for its construction first appeared in 1944 — the building was meant to become the largest public structure in the city and the main center of political and social life in the region. It was planned to house the Regional Committee and Executive Committee of the CPSU, and possibly the City Committee and City Executive Committee as well.

In early 1945, an All-Union competition for the best design was announced. The area of the 20th quarter was cleared for future construction, but the project was never realized — after the death of Joseph Stalin, the plans were canceled, and a park was later laid out on the site.

In the 1970s, architects Y. Kossovich, V. Maslyaev, A. Leshukanov, A. Savchenko, and G. Kovalenko returned to the idea of the House of Soviets.
The new design envisioned a monumental ensemble combining a massive stylobate with a tall tower whose silhouette echoed the nearby Mamayev Kurgan memorial. The architecture was conceived in the spirit of late Soviet modernism — with strict geometric forms and expressive vertical rhythms.

The complex was meant to become the largest administrative building in the Volga region, a symbol of power and unity. However, due to changing urban priorities in the USSR and the economic difficulties of the late 1980s, construction never began.

Today, the House of Soviets project remains a vivid example of unrealized Soviet modernism and a monument to the architectural ambitions of its era.
