Description:

1. Allowed the independent ruler to participate in the Local Examination, resolving the issue where the emperor could not oversee lower-level examinations.
2. Added the Disband Men-at-Arms interaction, which can be used on oneself to remove unmanageable title-based Men-at-Arms.
3. Added the Summon to Office interaction, allowing independent rulers to spend 500 Prestige to forcibly remove a vassal’s Merit rank cap.
4. Added the Recommend Virtuous interaction, allowing vassals to transfer Merit to another character and become friends with them.
5. Added the Promote Vassal and Demote Vassal interactions, allowing independent rulers to spend 250 Influence to adjust their vassals’ Merit by +5000 or -5000.
6. Fixed the Competency of the Keeper of the Harem position, now each point of Ability increases Competency by ten times the previous amount.
7. Added the Clean Up Meritocratic Officials decision, which removes characters with Merit rank 5 or higher and no mother, holding only kingdom-level titles or lower. It will not affect player courtiers or vassals.
8. Removed the doubled recruitment cost from the Treasury when recruiting new troops. Treasury costs now match gold costs, and Treasury maintenance is reduced (maintenance is 70%, as in the base game).
9. (Default: Off) Modified slander events. Under Merit-based governance systems, characters who are slandered will now lose a large amount of Merit and immediately leave their positions. This feature can be adjusted in the game rules and is turned off by default.
10. Adjusted AI tendencies. AI Emperors will now actively adjust the retirement age to the standard.
11. Removed the recruitment cost and maintenance fee increases for independent rulers under the Administrative system.
12. Added the Rectify Official Governance decision, allowing independent rulers to convert excess Merit into Influence.
13. Adjusted the Imperial Examination condition to require independent rulers of the Celestial government type at the empire level or higher.
