Hanseatic League Fix
Fixes the "Offer Membership to the Hanseatic League" Interaction and makes it actually possible to invite Countries to the Hanseatic League
Currently based on Diplomatic Reputation, Opinion and Size of the Hanseatic League. In Essence the same System as the EU4 Interaction.

Should be fairly easy to ‘expand’ the Hanseatic League only slowing down once it reached 10+ Members. Once i figure out how to check for "Market Access" I will add that as the predominent modifier 🙂
