AI Town(+Fort) upgrade only in province capital

Description:

AI 는 지방 수도 지점에만 소도시(+요새건물) 를 올릴 수 있고, 유저는 아무곳에서나 올릴 수 있습니다.

AI 소유의 수도가 아닌 지점의 소도시 업그레이드 버튼에 수도가 아니라서 불가능하다는 내용이 정상 출력되고 있습니다.

종주국으로서 속국의 수도가 아닌 지점에 성을 건설하려고 할 때 수도가 아니라서 불가능하다는 내용이 정상 출력되 있습니다.

AI can only upgrade town(+fort building) in provincial capital location, and players can upgrade town anywhere.

The town upgrade button of the AI-owned, non-capital location shows that upgrade is not possible because it is not the province capital.

When trying to build a castle on the non-capital location of the subordinate country(AI) as a suzerain country, tooltip show up as it is not the capital, so it is not possible.
