Effects:

Can grant a surname to a person who does not have one.

Can change the names of all AI characters.

A person granted a surname by you will gain +30 opinion of you, +100 prestige, and a weak hook.

Usable by adventurers.

Grant Surname Restrictions:

Must be a person in your own court.

Note: For some reason, when used in Japanese culture, it causes the AI to gain a Manor. Use with caution.
