Historical Byzantines

Tweaks and mechanical changes to more realistically represent the Empire, mostly in the form of nerfs, but there are buffs in certain places.
Great Emperors can still accomplish great things, but no longer will the AI fail upwards for hundreds of years, somehow still expanding in spite of any massive internal conflict there is within the Empire itself.
-Byzantine emperors will now appoint suitable co-emperors to "cheat" the succession. Incumbent Co-Emperors of the Byzantine Empire (in Acclamation Succession) are much more likely to inherit the Empire, as they did historically.
-Vastly improved Co-Emperor selection, as well as selection by the AI for skills, opinion, traits, as well as the nepotism of friends/dynasty/house.
-Co-Emperors will now lose the co-emperorship if they are not acclaimed emperor upon the death of the old emperor.
-Corruption of the centralized state: higher influence cost to call themata armies into war, fewer levies, lower tax base
-The Byzantine governors, especially ones more oriented toward civilian matters, have much fewer levies, they must rely more on MAA.
-Military and Frontier administrations now have decreased tax base/development growth in return for their greater army size and fort level, to represent the strain of the military administration over those counties. Lower effective tax base in general to represent the corruption of the Byzantine government.
-Civilian administrations have severely reduced armies for their increased tax base and development growth.
-Naval administration have reduced tax base and armies in return for their coastal abilities and extra development growth.
-Civilian and Naval administrations now give extra influence to the vassal and the Emperor to represent the part of cities and ports in administrative power.
-The Emperor gains extra monthly prestige for every legitimacy level they have, as well as a baseline influence bonus.
-More expensive mercenaries and MAA, especially the Emperor.
