Description:

This adds:
New Sovereignty vs Integration value – this takes the subject modifiers from Central <> decentral.

This changes:
Central <> decentral has been almost entirely changed, no more crown power, other modifiers added (see screenshots).
Note that a reform unlocks at 50 decentral for +1 local governors.

This reverts:
Decentralization ticking from vassals

Comparability:
should be quite compatible, I have aimed to use injection and avoid overwriting vanilla files. The exception to this is anything that changes the attributes fiefdoms or vassals will not be comparable with the decentral ticking reversion. Load such mods after this one to still get their other effects on those subjects.
Of course anything that changes the value I do specifically won’t work well.

Should be safe to add and remove mid playthrough

Balance:
This is a first pass, expect it to be imbalanced – and you can only push the new vassal value with cabinet for now.
On subject related modifiers I tried to keep them at vanilla levels – the loyalty is just split between Sovereignty and decentral now.
