Benign Neglect: Charters of Liberty significantly enriches gameplay by introducing a dynamic and interconnected system centered on autonomous regions and fortified borderlands, simulated by evolving settlements. At its core are the self-developing Fiefs and Marches, available from Age 3, which autonomously generate units for their owner. This concept matures further in Age 4 with the emergence of powerful, self-evolving Autonomous Cities. Granting these cities formal land rights allows them to expand their borders and infrastructure, unlocking potent passive bonuses capable of altering the balance of power across the game.
Crucially, the development and upgrading of Free Cities and the Colonia are fully automated. Sophisticated systems manage their growth, construction priorities, and resource allocation, adapting strategies dynamically to reflect each nation’s chosen government and national spirit. This creates a living, reactive world where autonomous regions evolve organically, responding intelligently to the political and ideological frameworks surrounding them.
The evolution of these regions extends to the Free City districts themselves. When a district becomes the focal point of its area and is surrounded by other improvements it will automatically upgrade based on the current Age of the game. These upgrades may include distinctive entities such as a Substation or Airport, as well as general support structures like the Chemical Industry, which fuels more advanced facilities including the aforementioned airports.
Players gain new diplomatic and territorial instruments through mechanics such as Reapportion, which allows the redrawing of borders and direct reclamation of land from vassals, and Assart Land, which facilitates efficient territorial expansion by directing nearby Free Cities to carry out the work as part of their oath to the realm. In exchange, these cities may receive promises of new lands or privileges, weaving a dynamic balance between loyalty and ambition.
Benign Neglect: Charters of Liberty further introduces deeper layers of political and economic complexity through the Kaufmann mechanic, where merchant units spawned from autonomous cities in Merchant Districts can develop and harvest resources on their own initiative. Players must navigate intricate feudal obligations, oaths, and protection duties as failure to uphold them can lead to grave repercussions, such as peasant uprisings forming breakaway nations or the rise of Robber Barons undermining stability. A diverse array of new goods, including Kompromat, Law Enforcement, State Propaganda, Honor Guard, and Fruits, alongside new units like the Wagenburg and the Colonia’s levy forces, including ships like the Fregate and Ship of the Line, further enrich both strategic and military dimensions.
Additionally, the mod enhances exploration and world interaction by enabling passage through Glaciers and Mountains at a moderate movement cost of 30, while also introducing substantial quality-of-life improvements. A highly optimized Global Layer address system ensures faster and more efficient tile access and interactions, improving overall performance and accessibility between turns. Combined with new Innovations, dynamic events, and numerous subtle refinements, this mod offers a richly layered and immersive expansion of the game’s world and strategic depth.
