City Tax Collectors
This mod introduces Tribute Prefects to United Cities settlements.
Tribute Prefects are the Empire’s tax collectors, tasked with recording visitors, monitoring long-term presence, and enforcing weekly civic tributes on those who benefit from the city’s protection and infrastructure.
How it works
Every United Cities town starts with at least two Tribute Prefects.
Larger cities may have up to four, patrolling streets during the day.
At night, Prefects stand down and can be found relaxing in local bars.
After repeated visits, the player is formally registered and expected to pay a weekly tribute.
Failure to pay results in a bounty for tax evasion.
Worldstate Awareness
Tribute Prefects only exist in the default, stable state of UC cities.
If a city is damaged, starving, or partially destroyed, they are removed by overrides.
They rely on the presence of Samurai enforcement to operate, and collapse alongside the system that protects them.
Design Notes
This mod was created as an experiment / proof of concept.
Dialogue includes polite, bureaucratic language with subtle corruption and intimidation.
Released as-is. Anyone is free to expand, rebalance, or integrate it into larger projects.
