Mercenary Bug Emergency Fix

It makes ’emergency fix’ on mercenary’s fatal bug, by using some workarounds.
– Details
Since the version 1.0.0, there is FATAL bug where combat modifiers are NOT being applied to mercenary units.
This causes mercenaries to have ZERO tactics, discipline, morale, and any other combat modifiers, rendering mercenaries unusable throughout game.
This mod makes workaround by granting "placeholder" tactic and discpline modifier to all countries, but canceling this bonus removing exact amount to all ‘real’ countries.
How this works is that, while none of "non-auto-modifiers" are applicable to mercenaries, auto-modifiers are NOT affected by this fatal bug, and hence it is possible to grant valid combat modifier to mercenaries. However, sonce "requires_real = no" will mean that auto-modifier will include rebel, if modifier is directly given with this method, rebels will have your country’s combat stat + merc combat stat, and will ruin the game. Hence, globally granting modifier then canceling it out is mendatory procedure.
– Limitation
Mercenaries will have FIXED combat modifer stat.
They have fixed 2.6 tactic and 30% discipline. Which is very strong until Age of Discovery, and will become deprecated since Age of Reformation. This is very annoying, but at least in flavor-wise will make some sense.
Furthermore, since mercenaries are NOT affected from combat modifier other than auto-modifier, any modifier that improves units, such as morale, combat ability bonuses will never be applicable for mercenaries. This limitation will make extremly high tactic of mercenaries at early game somewhat mitigated.
