Description:

Don’t like the HRE getting eaten, and eating itself, within the first 100 years?

Don’t feel like waiting until Paradox (hopefully) fixes this in February?

This mod makes the Emperor care and it gives small countries a fighting chance

Vanilla Issues

The HRE starts as a free-for-all, where the increased aggression of patch 1.0.10 causes all members (and non-members) to no-CB each other. This leads to a rapid decline in Imperial Authority, sometimes even preventing the Golden Bull from being passed.

Normally, the Emperor should prevent this. However, the Emperor is limited in several ways:

  • Demand Unlawful Territory costs 75 ducats plus the average tax base of each HRE member. Far too expensive to use in practice, especially early game.
  • The Emperor will only use Demand Unlawful Territory on countries that will accept it, even though a refusal would apply a province debuff and grant the Emperor a CB.
  • Enforce Peace, Threaten War, Demand Unlawful Territory, etc. all cost a diplomat. While the Emperor gets a higher diplomat cap, he does not get more monthly diplomats.
  • There is no negative opinion modifier or other incentive encouraging the Emperor to fabricate CBs to liberate princes or reclaim Imperial land.
  • The Emperor rather no-CBs his own subjects..

The individual princes are also very weak. In EU4 there was a minimum force limit, enabling small countries to punch above their weight. Small countries are still a bit stronger due to having higher control in their locations, but they almost always lose out in coalitions against larger countries

Changes
  • Demand Unlawful Territory is now almost free. The prestige penalty for a refusal has also been removed.
  • The Emperor will use Demand Unlawful Territory on all valid countries unless he already has a CB on them or if he has high relations with them. This will force them to either return the land or suffer a province debuff while granting the Emperor a CB.
  • The Emperor gains free Liberate HRE Member and Imperial Ban CBs (once laws allow it) on all valid countries. He also receives a negative opinion modifier toward countries for which he has these CBs.
  • The Emperor is no longer allowed to start wars without a CB.
  • Antagonism for conquering HRE territory has been increased: 33% for members and 100% for non-members.
  • Declaring no-CB wars between members (only allowed before passing the Golden Bull) is 100% more expensive in both stability and antagonism.
  • The Emperor gains +0.5 monthly diplomats, allowing more frequent use of Demand Unlawful Territory.
  • The Emperor gains +25% levy size and +25% levy recovery rate, to make him slightly stronger at the start. The usefulness of these buffs drops off as regulars become more important
  • The Emperor gains -0.1 monthly war exhaustion, allowing him to go to war more often
  • Small countries gain levy buffs scaled based on the amount of locations they hold. +200% levy size and +100% levy recovery rate at 1 location, cubicly scaling down to 0 at 10 location and up. This should give coalitions of small countries a better chance
  • The Imperial Authority penalty for locations held by non-members as well as for vassilized members has been decreased. This should make an early HRE deathspiral less likely
  • Fix for the Emperor switching between policies bug. The Emperor will now almost always prefer to further centralize the HRE and he won’t propose policies to decentralize
  • Fix for the HRE members always voting along with the Emperor bug. They will now vote according to their preferences
  • Allow the Emperor to also use "Bolster Imperial Army" without being the war leader. He will now also not try to call in devastated or recovering countries
  • (AI Emperors only) Added a law specific cooldown for proposing a new policy. This prevents the Emperor from repeatedly attempting to pass the same policy. He will now first attempt to change other laws. Given enough time and a lot of luck the AI is now actually capable of centralizing the HRE
  • An AI Emperor will now occasionally try to liberate princes, reconquer HRE lands, and contain blobbing HRE members when he is in a strong position
