Better Proximity
Welcome to the proximity mode I think everyone has been waiting for. I’ve created a system where cities won’t be distant and useless, but will transform into control centers. In doing so, instead of simply giving extra control, I’ve also slightly reduced control around the capital. With governorships appearing in each era, you’ll have increasing control over time.
In your capital cities, with the Renaissance, establishing 2 governorships will give you 80% proximity. With this decreasing proximity, you will achieve 40% proximity with 2 level governorships in distant cities. Cities will become centers that spread control. But in the mid and late game, with new roads and a decrease in proximity penalties, capitals will begin to spread their control to cities. I think that cities, instead of being completely dysfunctional at first, would better represent centralism if they were initially centers of control and later became influenced by the capital.
Governorships can only be built in cities with accepted culture. There are also smaller governorships specifically for town capitals.

Governship proximity 5 (Each era adding 1 building cap)
