— Each level requires 5k farmers, provides 5 units of the corresponding crop output, 5% local crop production efficiency, 20% local food output, 5k population capacity, 500 local food storage, and 10 noble jobs.
— Building level:
– +1 building level if adjacent to a river
– +2 building levels on farmland
– +1 building level per 200k population
