Better Piracy Workaround
Revises privateer durability all around the game.
Slashes default pirate durability to 0.01 (about 20% of the original 0.05) which should be manageable with a couple boats. Also slashes privateer durability in tech tree and elsewhere by half.
This is an improved version of an existing mod "Piracy Workaround for 1.05" which overwrites other country modifiers (especially any new modifiers introduced in updates).
