This mod changes the education penalty to population growth to take into account inequality and GDP per capita.

In the base game, growth drops with education until about 10.76 (~10.75557). With this mod, low inequality and/or high GDP can reduce that cap by up to 3 points (restoring the lost growth).

The formula takes per capita GDP over 20,000 up to 180,000 and divides it by 10,000, then takes half the square root of that. That gives a number from 0 to 2, being 1 at 60,000 and 2 at 180,000.

Then you take inequality minus that number, and if it’s below 3 you reduce the education penalty cap by however much it is below 3. So at 60,000 per capita GDP and 2 inequality you would have a bonus of 2, so any penalty for education above about 8.76 would be removed. If you have 110,000 per capita GDP and an inequality of 1.5, your bonus would be 3 and the education penalty would max out at about 7.76

Countries will still grow way faster if you leave education low, but with a high enough per capita GDP and low enough inequality you can recover some of that growth and prevent population decline.

It patches and replaces the annualPopulationGrowth formula in TIRegionState. It can be toggled live in the mod manager, with no save/load required to see the difference in the pop growth tooltips.
