Hit the Books
Adds a repeatable Research called Councilor Education which gives a +1 increase to all councilors attributes. This also includes potential recruits.
Also adds a 1% increase to research income from all control points, and a 3% increase to knowledge priority.
Base cost of 5000
AI has access to it as well.
