1.4 raised boost little for lab, an library, changed monumentprocyonid so other species wont want it and same for gem monument also lowered priority of monument so should be satisfied easier with out having to put out 1000 statues
1.3 procyonid update- boost lowered for admin,libr,univ,lab, and lowered fighter stats of procyonid. also added boost for expanded waters and dulgahan pastures

(ONLY MOD NOT in this is the FROST and FALL SEASONS OVERHAUL since 3 Different versions of those mods. Can serve both tea and milk(also has amazing new audio sound effect everytime citizens gets a drink you will be be able to be hear the workers pouring a drink for your thirsty citizens)
