Reducing Fort Spam through adjusted Modifiers

By tweaking various modifiers, I’m trying to get the problem of fort spam under control. My approach is that both high War Exhaustion and a starving province reduce Siege Defensiveness. In addition, occupied locations now generate significantly more War Exhaustion.

With these changes, it becomes tactically worthwhile to build more food capacity in a province. As an attacker, it can be beneficial to occupy the food-producing locations in a province before or while besieging its fort.

Specific changes

war_exhaustion_impact (scales up to 20; effect at 20):

  • global_defensive: – → -50%
  • global_garrison_size_modifier: – → -50%

total_occupied (scales with the percentage of occupied locations):

  • monthly_war_exhaustion: 0.5 → 1.5

is_occupied (modifier on an occupied location):

  • local_food_capacity_modifier: – → -50%

province_starving (modifier on starving provinces):

  • local_defensive: – → -50%
  • local_garrison_size_modifier: – → -50%
