Civilization: Black Shores
    Civilization Ability: Singularity for Observing the Lament

    Marks disaster-stricken tiles. Coastal tiles +1 Science, littoral tiles +1 Culture, disaster-stricken tiles +2 Production. Cities founded on these tiles gain +10% yields and +3 Housing. Cannot be denounced by other civilizations. Unique Governors: ShoreKeeper, Aalto & Encore.


Leader: ShoreKeeper (Astral Modulation)
    Leader Ability: Euphonic Chrysalis

    Converts 30% of your per-turn Science into Calculation Points (each Observatory increases the rate by 3%). Calculation Points can be used to unlock technologies, finish production, teleport units, and assist in combat. The Capital radiates 5% of non-Food yields to other cities with Tethys; allows training Bloom Bearers and launching the special project "Civilization Simulation" in cities with Tethys.


Leader: Camellya (The Breeder)
    Leader Ability: Sanguine Blossom

    Units ignore Movement penalties on plant-type terrain or resources; other Movement-ignoring effects are disabled. No War Weariness; gain Amenities instead. When defeating an enemy unit, based on base Combat Strength difference (-10~10), there is a 15%~30% chance to recruit it as a Bloom Bearer. Each Observatory increases the chance by 1%. Can switch forms.Budding Mode: Plant-type terrain or resources +1 Production, +1 extra Culture if improved;Blossom Mode: Combat units +1 Movement, -10 Defense Strength, +10 Attack Strength; when defeated, recruit the attacker as a Bloom Bearer (3 times per turn).


Unique District: Tethys
    Unique district of Black Shores. Replaces the Campus. Does not use a district slot, can only be built on water. Grants this city’s coastal tiles +1 Production. Triggers a Culture Bomb on completion and recruits 1 Bloom Bearer.
Unique Building: Stellar Matrix
    Unique building of Black Shores. Replaces the University. Provides Production equal to half the Science from the Tethys District to adjacent tiles and districts.
Unique Unit: Bloom Bearer
    Unique unit of Black Shores with a unique promotion tree. Cannot be trained or purchased. Can perform ranged attacks with Range 2. Gains +7 Combat Strength per era passed, +5 Experience when unlocking a technology.
Unique Unit: Expo Vessel
    Unique naval unit of Black Shores with a unique promotion tree. Can perform ranged attacks with Range 2. Can enter Deep Ocean. Very low Defense. In friendly territory, gains +3 Experience and +5 Gold per turn.
Unique Unit: Ku-roro
    Free unique starting unit with a unique promotion tree. 20% chance to capture Barbarian units, 20% chance to turn captured Barbarians into Builders or Settlers. Gains +5 Experience, +50 Gold and +20 Faith from Tribal Villages; gains extra Combat Strength from units that died within 1 tile; retreats to Capital or nearest usable facility when defeated.
Unique Improvement: TD Observatory
    Unlocks Bloom Bearers to build TD Observatory. Can be built on neutral territory. Max count equals the number of Bloom Bearers. Copies the tile’s yields and resources to the Capital; if the tile was struck by disaster, additionally copies adjacent tile yields. When built in your territory, develops the tile’s resources and terrain, granting +2 Production or +2 Science respectively. After researching Astronomy, all Tethys Districts gain +1 Science.
Unique Project: Modulation
    Unique project for the Tethys District. Provides large amounts of Science and Culture per turn. Grants large amounts of Great Scientist Points and Great Engineer Points upon completion. Turns random tiles in this city into disaster-stricken tiles; all disaster-stricken tiles in the city gain random yields.

Unique Governor: ShoreKeeper
  1. Unspoken Conjecture: When this city finishes production, gain Science equal to 15% of the required Production. All units heal +5 HP, Ku-roro heals an extra +5 HP.
  2. Night’s Gift and Refusal: City with this Governor gains +50% Production when training units. Buildings are immune to disasters. Nearby enemy units -2 Movement, Barbarians cannot move.
  3. Infinity Awaits Me: Each district or wonder (even unfinished) in this city gives Tethys +1 Science, +50% extra Science if fully Powered.
  4. Overflowing Quietude: Coastal tiles of this city gain +1 to all yields. Coastal tiles of all other cities gain +1 Production.
  5. Echoes in Silence: Yields from improvements and resources copied by TD Observatory +3 per turn. Strategic Resource stockpile +100 (Standard Speed). All units can teleport between TD Observatories.
  6. To the New World: This city gains full Amenities and Housing. All other cities +1 Amenity and +1 Housing.
Unique Governor: Aalto & Encore
  1. New Stories, New Adventures: Upon arriving in an unassigned foreign city, Capital gains +1 to all yields. When assigned to another civilization’s Capital, that civilization cannot declare war on Black Shores. When assigned to a City-State, counts as 3 Envoys.
  2. Perfect Performance: When assigned to another civilization’s Capital, that civilization cannot exert Loyalty pressure on your cities; Grievances drop by an extra 10 per turn. Gain +1 Trade Route capacity on first arrival.
  3. Hero Takes the Stage!: Assigned City-State gains greatly increased City Defense and cannot be besieged. Grants 1 free Envoy to the first City-State assigned.
  4. A Perfect Duo: +3 Influence Points and +3 Diplomatic Favor. Civilization of the assigned city gains +3 Opinion of you per turn. When assigned to a suzerained City-State, Capital gains +30% to the corresponding yield based on City-State type.
  5. Broker’s Secrets: Permanently copies Luxury Resources improved by this city. When assigned to another civilization’s Capital, copy 100% of all yields from that city to your Capital.
  6. Woolies Save the World!: Counts as an extra 9 Envoys. Next assignment to a City-State grants double Envoys based on the number of suzerained City-States.
