Lowers the research points requirement for techs

I noticed that at the end of a campaign I usually barely manage to research a full research tree, even when bee-lining the yellow research buildings. Usually, this means I end up ignoring half of the tech, with the second and third military trees left basically untouched.

Obviously we are not supposed to research everything at the beginning of a campaign, but, as it stands, after >5 years of playing DEI, I have ignored half of the tech tree.

This mod fixes this issue by lowering the research points required for research.

I only reduced the cost of techs with research point requirements greater than ~1000. The higher the cost, the higher the reduction in cost, reaching a maximum of 40% decrease.

The image shows the comparison with vanilla DEI and the vanilla techs. Across all factions, the total reduction is of about 16% research points.

I might tweak the numbers as I play DEI and test the mod. For now, I expect the change not to be too extreme.
