Welcome to the hidden war.

Overview

This mod aims to transform Victoria 3’s diplomatic and military landscape by introducing a comprehensive intelligence and espionage system to bolster your influence abroad as well as keeping control of your states with enhanced control measures for radicalism. No longer will your nation operate through clear channels alone, now you must master the art of dual dealing and liminal warfare.

What This Mod Adds

🕵️ Complete Intelligence Infrastructure
  • New Government Buildings: Secret Service HQ and Military Intelligence HQ for managing your covert operations
  • 3 New Consumable Goods: Open Intel (tradable globally), Military Intel, and Naval Intel that fuel your intelligence apparatus as well as serving as main input for new reconnaissance options and naval statistics
  • New Qualification: Agents. Elite operatives branching from Bureaucrats to staff your shadow networks of upgraded Production Methods
  • Secret Service Technology Tree: New society techs including Secret Service, Extended Networks, and Counterintelligence, plus revamped Military Intelligence replacing former Military Statistics

🌍 Expanded Diplomacy & Covert Action
  • Foreign Affairs Law Branch: Unlock new diplomatic capabilities through the Extended Networks tech, featuring a Foreign Affairs Office for enhanced diplomatic options
  • Foreign Affairs Institution: Project influence and organize intelligence operations on foreign soil by investing in this Institution level and grant yourself a firm place among the tables that count with augmented relationship speeds and boosted infamy reduction multiplier
  • Hostile & Friendly Operations: Arm Radicals, Send Scientific Advisors, Incite Slave Movements, Encourage Piracy against specific targets. Some of those have responding counter-events which add tensions and are indicated for multiplayer games
  • Non-Interference Treaties: Sign pacts preventing covert operations between nations
  • Internal Security: Reworked Internal Security Bureau (formerly Secret Police) with new character interactions and flavor
